Ron has extensive experience in the area of federal and state excise taxes. Ron’s primary focus is to advance awareness, reduce uncertainty, and resolve business excise tax issues.

Ron spent 20 years as a CPA practitioner in the greater New York City area, advising clients on a wide variety of tax, financial, and other business matters, before joining the IRS as a revenue agent, eventually accepting a role as a senior fuel excise tax policy analyst.

While at the IRS, Ron worked across a broad spectrum of IRS business units including the SBSE unit, Government Liaison Office, Legislative Affairs, Taxpayer Advocates Office, Fraud Technical Advisors, Criminal Investigations, IRS Joint Operation Center, ExSTARS, and the Form 637 Registration Program Unit.

As a revenue agent, Ron conducted taxpayer examinations. As a policy analyst, work included data analysis, exam classification, Internal Revenue Manual authorship, Audit Technique Guide development, Policy and Procedure Memorandum drafts, special projects, and revenue agent classroom instruction. He also served as a contact person to internal and external stakeholders regarding fuel excise tax guidance, and registration/exam technical and procedural issues. Ron’s knowledge and experience give him a unique set of skills and insight into tax compliance, as well as IRS excise tax policies, procedures, and operations.

Ron graduated from City University of NY – York College in 1981 with a Bachelor of Science degree, and is licensed as a Certified Public Accountant in NC and NY. Ron’s prior professional designations include Certified Fraud Examiner, NASD Series 24 – General Securities Principal,
