Rich has over 45 years of experience in dealing with motor fuel excise tax matters. For the last 5 years, Rich was a Senior Manager in Deloitte’s Houston office. Prior to that time, Rich spent 40 years with the Internal Revenue Service. He began his IRS career as a field agent and conducted motor fuel audits on a variety of taxpayers. Rich also spent time on a criminal investigation task force with other law enforcement agencies focusing on motor fuel tax fraud. Rich closed his tenure with the IRS as the Fuel Excise Tax Senior Policy Manager responsible for developing and managing all national fuel excise tax policy decisions.

 Rich earned his BBA in Accounting from San Fernando Valley State College (California State University – Northridge) and is an enrolled agent. He is a frequent instructor and speaker at conferences hosted by the American Petroleum Institute, Federation of Tax Administrators, National Biodiesel Board and others. He has written numerous training documents dealing with all aspects of the fuel industry including the related tax and credit provisions.

 While at the Internal Revenue Service Rich received several Commissioner Awards for outstanding service and the Department of the Treasury Gallatin Award which is the highest career service award. Rich also was the 2018 recipient of the Robert E. Beck Lifetime Achievement Award by The Federation of Tax Administrators.
