    Khristine is a Principal and co-founder of Tax Advisory Services Group, LLC. Her focus is in the area of state and federal motor fuels tax, sales tax advisory, tax process automation, and tax systems implementation.

    Khristine serves as a Subject Matter Expert in indirect tax technical discussions and she has a lead role in functional design of integrated indirect tax system solutions. She is responsible for delivering innovative solutions to tax clients in business process improvement, information systems development, package implementation, business process co-sourcing, and tax advisory services.

    Khristine was formerly a Senior Manager in Deloitte Tax LLP’s Multistate Tax Practice. She led the Houston and India service teams in tax research engagements, indirect tax licensing/ registration projects, tax compliance, and co-sourcing projects. Prior to joining Deloitte in 2007, Khristine worked as a Project Manager at FuelQuest where she managed software implementation projects with respect to ZyTax products – Tax Determination, ZyTax Enterprise, and GL reconciliation and ZyArchive. She also provided business consulting and project management services to clients in the areas of downstream petroleum supply chain management and motor fuel tax calculation and reporting.

    From 2002 to 2005, Khristine served as the lead Tax Technology Analyst in BP Products North America where she implemented an indirect tax compliance reporting system for over 50 US jurisdictions. She was responsible for requirements gathering, design, configuration, testing and delivery of tax automation solution. Prior to this position, Khristine was a Senior Consultant at Arthur Andersen LLP from 1999 to 2002 where she worked in the areas of tax compliance, general ledger reconciliation and motor fuels reporting.

    Khristine received a Bachelor’s of Business Administration and Finance degree from Houston Baptist University and Master of Science Accounting degree from the University of St. Thomas. She is a Certified Public Accountant, Certified Oracle Database Administrator and Microsoft Certified Professional.

    • Indirect Tax Technical resource for SolArcRightAngle integration team. Responsible for tax requirements gathering, configuration of SolArc Right Angle Tax Module, tax scenario prototyping, and execution.

    ZyTax 5 Implementation

    • Subject Matter Expert in tax technical discussions. Lead role in functional and tax technical design of the Blueprint/Design Documents. Lead role in validating tax requirements, identifying process and system functionalities, and tax data.

    Energy Trading Company

    • Responsible for delivery of US federal and state excise motor fuel taxes and fees research for refined products and other hydrocarbons to satisfy Tax Determination Bolt-on System Profile Configuration for fifty-two jurisdictions based on Client’s footprint in the US.     • Responsible for tax requirements gathering, configuration of SolArc Right Angle Tax Module, tax scenario prototyping, and execution.

    • Responsible for analysis, evaluation and tax research of motor fuel tax determination for sales and acquisition of refined products. Worked with Business and IT teams on interfaces for Refinery output (SMS system, Crude and FTZ feeds) and Midstream output (Allegro system) to ZyTax Compliance interface.     Oscar L. Garza is the principal owner of Oscar L. Garza & Associates, P.C. and co-founder of Tax Advisory Services Group, LLC. His practice focuses on federal and state motor fuel excise taxes and includes client representation before the IRS and state tax revenue departments. Oscar provides advice and counsel on the proper taxation of commodity transactions and provides tax registration services for clients doing business throughout the United States.

    Oscar was formerly a Multistate Tax Director in the Houston, Texas office of Deloitte Tax LLP. He led the Firm’s excise tax practice. Oscar represented clients before the IRS and various state taxing authorities in registration matters and other excise tax issues. He was also the lead multistate Tax Director for mergers and acquisitions in the Houston office. Prior to joining Deloitte in 2005, Oscar served as Senior Tax Counsel for the Supply and Distribution Business (“Shell Pipeline”) for Shell in the US. Prior to this position, he was Associate General Tax Counsel responsible for federal and state tax compliance for Shell in the US. He was also responsible for providing multistate direct and indirect tax advice and counsel to all Shell businesses. Oscar joined Shell Oil Company in 1998 as the state tax director responsible for state income, franchise, sales, use, excise, motor fuels and property tax compliance, counsel and audit defense. From 1993 to 1998, Oscar was Director; Sales, Use and Excise Taxes for the General Electric Company (“GE”). In this capacity, he led a team of professionals responsible for providing transaction tax advice and counsel and audit defense for GE and GE Capital. Prior to joining GE, Oscar was a multistate tax manager for a Big 6 accounting firm in Houston from 1989 to 1993. During this time, Oscar was responsible for advising clients in all areas of state and local taxes. From 1981 to 1989 Oscar worked for Exxon Company USA in Houston. His last assignment at Exxon was state tax counsel. Prior to this position, Oscar worked in the state income tax compliance group and the property tax group. He also worked in the excise tax group responsible for payroll taxes.

    Oscar is a 1981 graduate from the University of Texas at San Antonio where he received his BBA in accounting. He received his JD in 1988 from the University of Houston Law Center.

    Oscar is a member of the State Bar of Texas. He is the founding Student Notes Editor of the ABA publication the State and Local Tax Lawyer and was selected as a Texas Rising Star Super Lawyer in 2004 by Law & Politics magazine.

    Cecilia is a Senior Manager at Tax Advisory Services Group, LLC.  Her focus is in the area of tax data, process and systems implementation.  She is also responsible for managing the tax compliance operations of TASG’s branch in Manila.

     

    Cecilia started her career as a Tax Analyst at Arthur Andersen LLP in the State and Local Tax practice.  She later joined BP’s US Indirect Tax team where she spent 5 years as the Tax Technology Lead responsible for the design, implementation, operations and maintenance of the US State and Motor Fuels tax data, systems and processes.  She then moved to BP’s Upstream Finance team where she held various positions in the area of Planning and Performance Management in the North America Gas Business Unit and in the Upstream Segment CFO team responsible for budget, forecast and actuals data and systems to support the annual Planning and quarterly Group Financial Outlook processes and financial analysis.  Prior to joining TASG, she was appointed as the Data Manager in BP’s Upstream Segment Financial Solutions team responsible for leading the conversion of financials data from the business units’ legacy systems to the new SAP Global Financials Template.  She directed a global project team to ensure that data conversion activities are carried out in accordance to BP’s Global data strategy, guidelines and data quality standards.

     

    Cecilia received her Bachelors of Business Administration with a double major in Accounting and Management Information Systems and a Masters of Business Administration in Accounting from the University of St. Thomas in Houston, Texas.  She is also a Certified Public Accountant.  Her unique skill combination and experience in the areas of tax, financial reporting and data, process and systems contributes to her success in every project undertaking and makes her an invaluable resource.

    Lindsay is a Sr. Manager at Tax Advisory Services Group, LLC. Her focus is in the area of indirect tax advisory and compliance outsourcing management. She is the Project Manager for a large motor fuel transportation and distribution company providing various fuel tax consulting services, including oversight for motor fuel licenses and registration, tax compliance, general ledger account reconciliations, and other various reporting functions. Lindsay has over six years’ experience in indirect tax practice.

    Prior to TASG, Lindsay was a Senior Tax Analyst at Sheridan Production and worked for Deloitte Tax LLP as a member of Multistate Tax Practice, specializing in Motor Fuel and Sales and Use Tax.

    Lindsay received a Bachelor’s of Science degree in Accounting and a Bachelor’s of Science degree in Management Information Systems from East Carolina University.     Ryan Ondrejca graduated from Muhlenberg College with a degree in finance. Ryan has over 10 years of experience in the oil and gas and started his career in the industry right out of college.

    After graduation Ryan joined Buckeye Partners, spending 4 years in the indirect tax group where he gained tremendous terminal and pipeline operational downstream energy trading tax reporting knowledge and experience. Ryan left Buckeye in 2011 to become a tax manager with PBF Energy LLC, in support of their refining and downstream energy trading tax compliance. After 3 years at PBF Ryan accepted an offer from Sunoco, Inc. to become a manager to head a staff for all indirect registration and reporting tax compliance for Sunoco and affiliates.

    The exposure at the various operations through his work career, Ryan’s experience at the various entities makes him well versed in federal and state indirect tax compliance and regulations. In addition, some of the companies included operations in Canada which expanded Ryans knowledge to motor fuel registration and reporting, including GST/HST/PST for various provinces as well as crude oil import/export regulations for Canada and United States.

    Ryan’s work involved the implementation of Openlink Right Angle where he is proficient in system setup as well as tax determination business rules specific to a client’s requirements. Ryan also has experience with SAP accounting, JD Edwards accounting/finance software, and Onesource Sales and Use Tax software.

    Ron has extensive experience in the area of federal and state excise taxes. Ron’s primary focus is to advance awareness, reduce uncertainty, and resolve business excise tax issues.

    Ron spent 20 years as a CPA practitioner in the greater New York City area, advising clients on a wide variety of tax, financial, and other business matters, before joining the IRS as a revenue agent, eventually accepting a role as a senior fuel excise tax policy analyst.

    While at the IRS, Ron worked across a broad spectrum of IRS business units including the SBSE unit, Government Liaison Office, Legislative Affairs, Taxpayer Advocates Office, Fraud Technical Advisors, Criminal Investigations, IRS Joint Operation Center, ExSTARS, and the Form 637 Registration Program Unit.

    As a revenue agent, Ron conducted taxpayer examinations. As a policy analyst, work included data analysis, exam classification, Internal Revenue Manual authorship, Audit Technique Guide development, Policy and Procedure Memorandum drafts, special projects, and revenue agent classroom instruction. He also served as a contact person to internal and external stakeholders regarding fuel excise tax guidance, and registration/exam technical and procedural issues. Ron’s knowledge and experience give him a unique set of skills and insight into tax compliance, as well as IRS excise tax policies, procedures, and operations.

    Beth is a Manager at Tax Advisory Services Group, LLC.  Her focus is in the area of state and local income tax.

     

    Beth was formally a Senior Tax Accountant at Twin Eagle Resource Management, LLC where she served as the lead tax professional focusing on federal income, state and local income, state sales tax as well as property and payroll taxes.  Her role included preparation of federal and state income tax information as well as complicated book to tax adjustments for completion of tax returns by external accounting firm.  While at Twin Eagle, Beth was responsible also for streamlining the tax compliance processes as well as managing the registration and filing requirements for a rapidly growing company.  Prior to Twin Eagle, Beth worked as a Senior Tax Consultant in Deloitte Tax LLP’s Multistate Tax Practice.  She assisted in audit support, tax planning, restructuring, and state income tax compliance projects for many of Houston’s leading energy clients.

    Rhonda was formally an Indirect Tax Advisor at Trafigura AG where she served as the lead US and Puerto Rico tax advisor and consulted on various tax issues pertaining to trading of crude oil and refined products. While at Trafigura AG, Rhonda was responsible for assisting in structuring commodity trades for tax efficiency as well as overseeing the related compliance. Additionally, she worked with the various support groups such as treasury and accounting for tax remittance procedures and general ledger reconciliations.     Bob is a Senior Manager in Tax Advisory Services Group’s Indirect Tax and Tax Technology practice. His focus is in the area of tax process automation and tax system implementation. Bob has over twenty-two years of experience with information technology solution delivery; sixteen of which has been in the indirect tax arena.

    Bob has the ability to quickly grasp new concepts, obtain a big picture view, and then use that knowledge, along with his past experience and creativity to architect new and innovative solutions or improve upon current systems and processes. His strong commitment to excellent customer service, attention to detail, and analytical ability provides a unique combination of accuracy and ease of use in the solutions he delivers.

    For much of Bob’s career, he has focused on solution design and software integration / implementation. He has extensive experience leading groups from diverse disciplines across the organization to ensure the delivery of a holistic solution which takes into account all applicable sectors of the business. He possesses a unique ability to understand technology as well as business practices. This allows him to facilitate projects requiring a high degree of involvement from both IT and various departments, ensuring delivery of a solution that meets the needs of all involved.
